Summary: To appreciate fully the impact of the November 2010 elections in the United States on hemispheric affairs, it is necessary to begin with a quick review of the Latin American policy of the Obama administration before the elections. Some might ask, “What policy?” Indeed, there are grounds for sarcasm, even cynicism. Such a negative posture, however, would be unfounded or, at least, a gross exaggeration.
